Other Sources for Information on Past Budgets

The Federal and Defense budget sites and budget documents described elsewhere on this page include information on past budgets, such as the Historical Tables provided each year in the Budget of the United States Government.  The DOD National Defense Budget Estimates (Green Book) for each year (available on the DOD Comptroller's site under Budget Materials), also include historical tables.

Annual Report to the President and the Congress (from the Secretary of Defense)
Commonly referred to as the Annual Defense Report or ADR, this report was published annually from 1948-2005.  Budget Authority by Appropriation and Budget Authority by Component are included in the appendices, and the documents themselves are very useful for understanding the context of the defense budget for each covered year.  The library has reports from 1948-2001 in print in the FEDDOCS collection.  You can also search for these in DTIC Online at http://www.dtic.mil/dtic/search/advanced_search.html.  Search for the exact phrase Annual Report to the President and the Congress in the title.

Budget of the United States Government

The Budget of the United States Government ("President's Budget") is a large multi-volume set prepared by the Office of Management and Budget (OMB), which is the central budgeting agency that prepares the President's budget that gets submitted to Congress.  Current and past budgets from 1996-present can be found on the site below

The library has these in print in the FEDDOCS area on the first floor (call number PREX 2.8:).  The most recent budget is in the REFERENCE area:  HJ2051/A53).

DOD Comptroller Budget Site

The Under Secretary of Defense (Comptroller's) budget materials site provides detailed documentation for the current and past DOD budget requests, including the National Defense Budget Estimates for FY XXXX ("Green Book").  To find the Green Book for a particular FY, from the budget materials site, select the year you are interested in viewing, then look for the Green Book under Summary Budget Documents.  You will find a lot of additional budget documentation there too, such as an Overview of the Defense budget for that year, Program Acquisition Costs by Weapons System, and detailed budget justification documents, so be sure to look around.
