President Kennedy signed the Foreign Assistance Act of 1961 which created the United States Agency for International Development. This Act, as amended, requires USAID as the successor to the Development Coordination Committee created under the Act, to report U.S. foreign assistance data to Congress. These data are used for publication of the annual U.S. Overseas Loans and Grants (informally known as the Greenbook) report to Congress.
